13-#302 insulating bush
The raised bush was designed to insulate the inside of a hole in a meccano strip or such so as not to cause a "short" in the cct. Used in pairs on either side of a meccano "hole" it effectively insulated it. The hole in the washer allows a 6ba screw/bolt to pass.
