16-H4-3-lacing cord made into hank?
This has all the appearance of the set lacing cord wound into a hank and included in sets. As we know, the cord used for lacing the parts to the stringing cards is of a lower quality and has a buff finish to better stick when lacing. It is stiff, slightly thicker at 1.2mm and very rough. The hank length is only 4" and overall about 150" of cord.... It has the look of being factory wound. Was this the case of running short so they hooked up the big ball of lacing cord to the "hanking machine" for a run to get some sets out? We also will see this in the postwar green era too...
